First there was his incompetence in handling the Ondoy tragedy.
Then the gruesome Maguindanao massacre happened a few days after he resigned as Department of National Defense Secretary.
Item: Seized arms cache from the suspected perpetrators of the massacre included arms labeled "Department of National Defense Arsenal", i.e., owned by the government. (Source)
Item: Massacre happened November 23, 2009.
Item: Gibo resigned as DND Secretary effective November 16, 2009. (Source)
Conclusion: Arms could have been taken from DND arsenal during the time that Gibo was DND Secretary.
Now, it's either
a.) Gibo knew that the arms were sold to the Ampatuans OR
b.) Gibo did not know that the arms were sold to the Ampatuans
If (a) is true, then Gibo is corrupt.
If (b) is true, then Gibo is incompetent, for not knowing what his people are doing.
Choose your option.
